For the independent traveler, nothing beats the freedom of a self-drive adventure through Sri Lanka’s coastal roads and hill country. However, many are surprised to learn that an International Driving Permit (IDP) alone is not enough to legally drive here. You must obtain a local “Recognition Permit.”

The Game-Changer: The BIA On-Arrival Counter

Gone are the days of navigating Colombo’s traffic just to visit the Department of Motor Traffic (DMT) office. As of late 2025, a dedicated DMT counter is now operational 24/7 at the Bandaranaike International Airport (BIA) arrival terminal. You can now land, get your license, and pick up your rental car in one seamless transition.

Step-by-Step: Getting Your Permit

Once you clear immigration and collect your luggage, head to the DMT counter (located near the exit of the arrival hall). The process typically takes between 10 to 15 minutes.

  • Eligibility: You must hold a valid, full driving license from your home country (Learner or Provisional licenses are not accepted).
  • Vehicle Classes: The airport counter issues permits for Motorcycles and Light Vehicles (Cars/SUVs). Note: For Three-Wheeler (Tuk-Tuk) permits, you may still need to visit the Werahera DMT office.

Required Documents

To ensure a smooth process, have the following ready:

  1. Original Passport (with your valid 2026 ETA visa).
  2. Your National Driving License (If it is not in English, you must provide a certified English translation or a valid IDP).
  3. Card or Cash: While the fee can be paid via credit/debit card, it is wise to have some Sri Lankan Rupees (LKR) handy just in case of system downtime.

2026 Fees & Validity

The cost is structured based on the length of your stay. As of early 2026, the standard fees are:

Validity Period Fee (approx. LKR)
1 Month Rs. 15,000
3 Months Rs. 25,000

*Note: Government fees were significantly revised in late 2025; always check the latest rates at the counter.

Pro Tip: Even with a local permit, always keep your original home-country license on you while driving. Traffic police will often ask to see both.

Now that your paperwork is sorted, the road to Wilpattu or the surf of Tangalle is officially open. Drive safe and enjoy the untamed beauty of the island!
